* Predictability – it should give us the basis of what will happen- forecast * Consistency- should work in different places, etc- should be consistent today, tomorrow, next week and next year- from one time to another time * Universal- moving from place to place- from one scenario to another * Practicality- the theory needs to be useable – have to have practicality


* Theory- a way of simplification to the complicated world- developing and testing hypothesis and validating theory * Woodrow Wilson- President during WWI- 1st article that acknowledges administration as a study- taking an academic approach and looking at in very theoretical terms * Background:

* Born in Stauton, VA (1st municipality to have a city manager in this country )- went to UVA- law degree- became an attorney- then went back and got his PhD- dissertation: wanted more power to Congress and less power to President (did the opposite when he was president)-- he was a progressive (wanted to improve) – abolished all of the eating clubs (fraternities and sororities/ failed)- he did get everyone upset at him—became governor of NJ (after the people are Princeton was trying to get him out) – tried to get him to run for president in 1912 to get rid of him as the governor- Wilson became president because the other party was divided * LA has no city managers (only state)

* Wrote article in 1887- civil service was a big deal- prohibition is gaining momentum (not federal yet, but many states)- period is a lot of turmoil- violent and major strikes are taking place- height of the industrial revolution- railroads and steel industry – * Progressive Era (1883-1920)

* Federal Service Reform act passed in 1883- bigger then suffrage, prohibition, bigger than all of the other unrest issues—1920: year that the progressive party disappeared, republican party changed, becoming the republican party of today (more conservative) as opposed to the republican party of Lincoln * Administration is not just administration, it becomes an academic discipline- it was a period of Taylorism (Frederick Taylor) engineer- 1st efficiency expert (found out the best way to do jobs)- used in major car factories – * Rationalism- Empiricism (measure and observe things, scientific method in industry, government, business, etc)- Intellectual expansion * Racism was a huge problem

* It was the spoil system (quick pro quo)- patronage (governor is elected he can bring in his own cabinet) patronage is so rampart, it runs the purpose of government, turning government against the people by overtaking democracy -- people are only responsible to their party boss—people are rising up against this—industry is getting upset because industry needs taxes * In article:

* Taking about the study of government- calling for a science of the administration of the government * We need theory behind and rules behind administration- up until this period, administration was trial by error- he is calling for rules and theories – wanting to be much more scientific on how we run things, government, businesses, industries, etc * Calls for 1 primary value: efficiency- he wants government to be efficient- it is not efficient at the time when he is writing the article—starting point for the government at this point in time- the other issues are not even as big a deal as efficiency because of the...
