Why Caretaker Government Where There is Election Commission? Md. Arifur Rahman1 Introduction: A caretaker government is a type of government that rules temporarily. It is often set up following a war until stable democratic rules can be restored, or installed, in which case it is often referred to as a provisional government. In many representative democracies, elections are practically the only means whereby citizens can participate and hold political parties, candidates and the incumbent governments accountable for their promises and performance. Elections are often the only opportunity that citizens have to reward or punish candidates on the basis of their integrity and performance. However, the exploitation of government resources and machinery by the ruling party during the election period undermines the fairness of the election process, hence rendering the Election process meaningless. Definition of the key Concept: Caretaker Government: The Caretaker Government is a form of government system in which the country is ruled by a selected government for an interim period during transition from one government to another, after the completion of tenure of the former. As the outgoing government hands over their power, the caretaker government comes into place. Members of the caretaker government do not belong to any political party; nor are they allowed to contest the elections. The main objective of the caretaker government is to create an environment in which an election can be held in a free and fair manner without any political influence of the outgoing government. It is not empowered to take any policy decisions unless it is necessary. The head of the Caretaker government is called the Chief Adviser (in place of Prime Minister) and is selected by the President, and the Chief Adviser selects the other advisers. advisers. The Chief Adviser and the other advisers are committed for their activities to the President. Bangladesh Election Commission: Bangladesh Election Commission is an independent constitutional body in the exercise of its functions and subject only to the Constitution and any other law. The Commission may authorize its Chairman or any of its members or any of its officers to exercise and perform all or any of its powers and functions under the law. Article 126 of the Constitution and Articles 4 and 5 of the Representation of the People Order, 1972 provide that it shall be the duty of all executive authorities to assist the Election Commission in the discharge of its functions. The Commission has the power to require any person or authority to perform such functions or render such assistance for the purpose of electron as it may direct. What I think about the Caretaker Government in Bangladesh: The Caretaker Government of Bangladesh is a government that takes the power after a ruling government finish its five years. Then the Neutral Caretaker Government rules the nations for 3 months to place a fare election for all the parties in Bangladesh. No other counties have adopted any such government in history.
