Course Description and Objectives:
The objective of this course is to introduce you to the field of public administration and its major theorists. Our objectives will be to study certain aspects of organizational behavior, leadership, public management, public finance, macroeconomics and ethics. We will discuss, and students will prepare written analysis of current public policy topics, e.g., State budget issues, local government reform, purpose of privatization and expected public policy changes.

Course Outcomes:
Upon completion of this course, students will be able to:

1. Explain, define and interpret public policy positions you have researched and recommend solutions to complex issues. 2. Identify and differentate public policy measures and how they effect the organization, and their financial, economic and cultural implications. 3. Employ principles and tools that public managers can use to become more effective leaders in their organizations.

Use of Blackboard in this Course
 This course will be using Blackboard, a course management system, for the electronic posting of resources such as documents, assignments, PowerPoint presentations and links.  You will be able to access Blackboard from anywhere you have an Internet connection.  

How to Access Blackboard Accessing our course on Blackboard is very easy.  Step 1: Open your web browser (Mozilla Firefox – best) and go to  
Step 2: Enter your MYLIU username and password (typically this will be your firstname.lastname and password)  

Step 3: You will then be logged on to Blackboard.
Step 4: Look at the right-hand side of the page and you should see a heading that says “Courses In Which You Are Enrolled”. Click on the appropriate course.  
Step 5: You are now in our course.
Step 6: Look at the left-hand side of the page. You will see a “Content” link. Click on it and you will be taken to readings, PowerPoint presentations, assignments and other resources.

Attendance policy: Two unexcused absences, either from class or Online, will result in a lowered course grade. If you miss a class, you are required to write a three (3) page paper, summarizing the chapter including your thoughts about them.
